About Howard Dulmage

Howard Dulmage has been an esteemed lawyer since 2000. He is licensed to practice in all Texas federal districts, all state courts, and the Fifth Circuit Court of Appeals. Mr. Dulmage attended South Texas College of Law in Houston, where he was on law review and gained experience by trying several cases for the South Texas Legal Clinic with a student bar card.

Throughout his career, Howard has tried over 50 cases in either court or arbitration, with several verdicts, judgments, or settlements exceeding a million dollars. He has represented numerous airline pilots on FAA enforcement or medical issues, served as the Bristow Helicopter Pilots’ union lawyer, and conducted contract negotiations on their behalf.

Notable Achievements

Mr. Dulmage’s legal prowess and aviation knowledge have led to several notable achievements. He has successfully handled and litigated many aviation accidents and labor and employment cases. Moreover, he served as the Chairman of the State Bar Aviation Section and has been board-certified in labor and employment law by the Texas Board of Legal Specialization. Mr. Dulmage is often retained as technical counsel on various aviation matters.

One of his most remarkable accomplishments includes obtaining a seven-figure decision in an aviation whistleblower case that the Fifth Circuit Court of Appeals upheld.

Aviation Experience and Contributions

Beyond his legal practice, Mr. Dulmage boasts a distinguished aviation background. He was a Southwest Airlines pilot for 38 years with over 31,000 flight hours. During his time at Southwest, he held pivotal roles, such as Safety Chairman and Head of the Go-Team. Mr. Dulmage was involved in implementing many current safety protocols and was in charge of accident investigation in the 1990s. Notably, he was involved in the launch of the Next Generation Boeing 737 as part of Southwest’s launch team.

Mr. Dulmage’s commitment to aviation safety and expertise is further underscored by his four-year participation in the FAA Air Traffic Procedures Advisory Committee in Washington, DC. Throughout the 1990s, he was a frequent speaker at aviation safety meetings and underwent advanced accident investigation training from the NTSB.

Additional Credentials

Mr. Dulmage holds an Airline Transport Pilot license in airplanes and helicopters, several jet-type ratings, and Certified Flight Instructor ratings. His diverse background includes founding and running a FAR Part 135 operation at 19, serving as chief pilot and check airman in various operations, and offering expert witness services in aviation accident and incident cases.
